Funding agencies could formalize support for high-risk, high-reward research through dedicated grant mechanisms that explicitly evaluate the originality of the research question rather than the applicant's prior publication record in prestigious venues. Universities committed to genuine reform might consider embedding alternative assessment frameworks directly into tenure and promotion guidelines, specifying that publication venue will not serve as a primary evaluative criterion and training review committees accordingly. Scholarly societies could reinforce this shift by developing field-specific quality indicators that capture intellectual contribution more faithfully than citation counts allow.
Perhaps most importantly, the research community itself can cultivate norms that celebrate intellectual ambition, even when it does not immediately produce high-impact publications. Mentorship practices, departmental seminar cultures, and the informal signals sent by senior scholars all shape what early-career researchers understand to be valued. Institutions that take seriously their responsibility to the long-term health of American science have an obligation to ensure those signals point toward curiosity rather than conformity.
The impact factor was never designed to govern scientific imagination. Recognizing the distance between its original purpose and its current function is the first step toward building an academic publishing ecosystem that serves discovery rather than constraining it.
