Legal status
Following the opening of the Vridi Canal on July 1950, Abidjan Port was officially established by Order No62-86/TP of 10 November 1950 relating to its organization and its functioning as from 1 January 1951.
Administrative and legal Organization
Initially, the Abidjan Port was a special marine service under the supervision of the General Directorate of Public Works. From 1960, it experienced a series of reforms motivated by the constant search for competitiveness and effectiveness.
Legal evolution
1960-1992
Law No 60-85 of 10 February 1960 set up the Abidjan Port as an establishment endowed with a corporation status.
On 1 January 1971, Abidjan Port gained its autonomy by the Finance Law No 70-26 of 31 December 1970, which set it up a public corporation (EPIC) with a corporation status and financial self-sufficiency. This was how Abidjan Port Authority (PAA) was born and placed under the financial supervision of the Ministry of Economy and Finances, and the supervision of the Ministry of Public Works and Transports.
In 1974, PAA was placed under the supervision of three ministries:
- The Ministry of Economy and Finances ( financial supervision);
- The Ministry of Public Works and Transports ( technical supervision of infrastructures work);
- The Marine Ministry (technical supervision for management and operations).
Since 1992
In 1992, by the decree No 92-940 of 23 December 1992, PAA became a state-owned company, placed underthe technical and administrative supervision of the Ministry of Navy Merchant, and of the economic and financial supervision of the Ministry of Economy and Finances.
In 2001, in view of Decree No 2001-143 of 14 March relating to the approval of PAA’s statutes and the reclassification of granted capital assets, the corporate capital of PAA was 16,000,000,000 CFA F and thoroughly released and held by the State of Côte d’Ivoire. PAA was placed under the technical and administrative supervision of the Ministry of Economic Infrastructures, and of the economic and financial supervision of the Ministry of Economy and Finances.
Legal evolution
1960-1980
- From 1960 to 1970, PAA was run by a Board of Directors, a Manager and a Deputy Manager.
- In 1974, PAA was run by a Board of Directors, a permanent commission, a steering committee and a General Manager.
- From 1980 to 1992, PAA was on operation without the Board of Directors.
Since 1992
- In 1992, the Chairman and Managing Director, and the General Manager had direction of PAA.
- In 1994, with a view to strictly manage the PAA, the position of Chairman and Managing Director was suppressed. A new staff, including a Chairman of the Board of Directors, a General Manager and two deputy General Managers, was appointed instead.
Mission of Abidjan Port Authority
Create a favorable environment as well as possibly better conditions for the activities of the various actors and economic operators involved in the line of port operations (arrivals and departures of vessels and cargos at the port). To this end, the Abidjan Port Authority is willing to perform the following tasks:
- Planning, coordination and administrative regulation of activities;
- Securing life and property inside the administrative area of the port;
- Procuring equipment;
- Building facilities.
